ZIDA prioritises PPPs

THE Zimbabwe Investment Development Agency (ZIDA) says Public Private Partnerships (PPPs) are the priority among a handful of types of investments it is pursuing to attract private capital.

PPPs are public–private partnership is a cooperative arrangement between two or more public and private sectors, typically of a long-term nature.
“These are priority projects with the potential of attracting private capital. Once provincial structures have identified and approved such projects, ZIDA will assist contracting authorities with facilitating, marketing and approval processes of such projects,” Never Nyemudzo, the chief facilitator at the agency’s One Stop Investment Service Centre (OSISC), told a recent webinar.

Special Economic Zones, with multi-sectoral business investments conducted under a liberal legislative framework, enjoying certain fiscal and non-fiscal incentives and general investments are other investment classifications being promoted by ZIDA, according to Nyemudzo.

General investments refer to investments wherein private investors deploy their capital in chosen projects without a requirement for partnership with the government or any of its entities, Nyemudzo explained.

OSISC, was set up under ZIDA and is mandated to facilitate the provision of investment services under one roof such as company/business registration, tax registration, issuance of investment licenses, immigration permits, processing of environmental impact assessments, connectivity to utilities like water and power and securing land advisory services on any other statutory requirements.

“ZIDA OSISC is an investment facilitation centre which houses relevant government agencies as a single cohesive entity that provides prompt, efficient, and transparent services to investors;

“OSISC has made available shortened and simple administrative procedures and guidelines for issuance of investment licences,” Nyemudzo said.
The consolidation of investment laws into a single legislation is expected to bring predictability in investment governance by getting rid of bureaucratic impediments.

ZIDA’s primary function is to facilitate entry, approval and implementation of investment projects, and coordinate investment programmes and strategies in Zimbabwe. It shall also provide investors with post-establishment services to support investment retention and expansion and monitor the operations of registered investment.
